In Brave New World, a Workshop is needed to trade Production (via a trade route) to another city in your empire. It also allows the assignment of your first Engineer specialist for another 2 Production (for a total of 4), increasing the speed at which Great Engineers appear.
The Workshop is the first standard Production-boosting building that doesn't require resources (like the Stone Works or Stable) and can be built in every city.
